Biography11 December 2005Excerpts from Obituary in Minneapolis Star Tribune, December 11, 2005
EUGENE MCCARTHY 1916 - 2005 Minnesota senator shook world in '68 A DFL Party architect, Eugene McCarthy roiled the political waters for nearly 50 years.

Early Years

Eugene Joseph McCarthy was born on March 29, 1916, in Watkins, Minn., 20 miles south of St. Cloud. He grew up in a two-story cream-colored house on a nameless street in the shadow of a structure that seemed far too large for the tiny town - St. Anthony's Catholic Church.

His father, the son of Irish immigrants, was a livestock buyer and a storyteller. His mother, from devout Bavarian stock, was a gentle influence who raised four inquisitive children.

Gene was an especially accomplished student and ballplayer who left home after the 11th grade for St. John's, first for the prep school and then the university, from which he graduated with highest honors in 1935.
After a teaching job in North Dakota, he returned to Collegeville to consider a contemplative life at the abbey. He lasted nine months as a novice before taking a civilian intelligence post in 1944 at the War Department in Washington.

The next year, McCarthy married Abigail Quigley, with whom he would have four children and who would greatly influence his political career.

Once asked about the habit of senators to marry into wealth, he named the Rockefellers of New York and the Mellons of Pittsburgh. "As for me," he said, "I married into the Quigleys of Wabasha."

While McCarthy was teaching sociology at the College of St. Thomas in St. Paul in the late 1940s, his interest in politics intensified to the point that he engineered a revolt of moderates within St. Paul's DFL Party. Then in 1948, the year of Humphrey's famous civil rights speech and Harry Truman's improbable presidential victory, McCarthy was swept into Congress.

"There are altogether too many technicians in Washington now," he said as he and Abigail prepared to drive east in their new Nash. "I guess I agree with Plato that it's the philosopher who should rule."

Burial14 December 2005He was buried on 14 December 2005 in Saint Paul's Episcopal Churchyard at Woodville, Rappahannock, Virginia, United States.

Mary A. McCarthy, Professor, 41; Active in Father's Presidential Bid

By WOLFGANG SAXON

Mary Abigail McCarthy, a professor at Yale University Law School who was highly visible in the political campaign waged by Eugene J. McCarthy, her father, in 1968, died on Saturday at the Connecticut Hospice in Branford, Conn. She was 41 years old and lived in Branford.

She died of pancreatic cancer, her father said, adding that she had been under treatment for a year at Yale-New Haven Hospital.

Ms. McCarthy, who was born in Washington, graduated from Radcliffe College, attended the Columbia Graduate School of Journalism and received her law degree from New York University. She began to teach at Yale in 1982 as a supervising attorney and lecturer in clinical studies after a brief period as a public defender in Washington.

A Legal Clinic

As co-director of the legal clinic, training students in the practice of law, she specialized in public-interest disputes, individual rights and immigration cases.

Ms. McCarthy was a product of the 1960's civil-rights and antiwar campaigns. Opposed to violence, she turned to politics when the marches on the Pentagon and elsewhere deteriorated into street clashes.

She skipped a semester in her sophomore year at Radcliffe in 1968 to enlist in the Presidential campaign of Mr. McCarthy. With her mother, Abigail, and other family members, she scoured campuses and the country for votes for the former Minnesota Democratic Senator.

Because of her academic record, she was nevertheless permitted to graduate with her class in 1969. She later did advanced legal studies at Georgetown Law School.

Beside her parents, Ms. McCarthy is survived by two sisters, Ellen, of Washington, and Margaret, of Boston, and a brother, Michael, of Seattle.

TRIBUTE TO MARY ABIGAIL MCCARTHY (US Senate - August 03, 1990)

Mr. DURENBERGER. Mr. President, the Senate has lost a member of its extended family. I wish to acknowledge the death of Mary Abigail McCarthy on July 28, 1990, after a long illness. She was the daughter of Eugene McCarthy, the former U.S. Senator from Minnesota, and Abigail Quigley McCarthy.
Mary Abigail McCarthy was a gifted young woman who, as a college student, actively campaigned among her peers during Mr. McCarthy's Presidential bid in 1968. She was a youth leader who, according to columnist Mary McGrory, interpreted the candidate to the young and the young to the candidate.
Ms. McCarthy was a student at the Convent of the Visitation School in St. Paul and Stone Ridge Country Day School in Washington. She graduated from Radcliffe College of Harvard University and New York University Law School. In a small Washington-based private practice, she carried on her family's and her own tradition of service by representing low-income clients.
Ms. McCarthy was working as a public defender in a federally funded program in Washington when she was asked to teach at Yale University. During her decade of service, she introduced courses on the disabled and on immigration law. Her students also benefited from her supervision of their trial work.
Mary Abigail McCarthy did her generation of Minnesotans and Americans proud. She will be missed. I extend condolences to her parents, her sisters Ellen and Margaret, and her brother Michael.

Died: October 23, 2012

Henry Berton McCauley was born on Dec. 20, 1913, in Duluth, Minn. He excelled in the “A” course at Baltimore Polytechnic Institute and graduated from the University of Maryland School of Dentistry in 1936. While in part-time private practice in Baltimore, he served as the first full-time instructor of oral roentgenology at UMSOD. After postgraduate training at the University of Rochester School of Medicine and Dentistry, he worked in Rochester's radiology department. He consulted on the Manhattan Project in 1943 and showed that fluoride gas improves bone structure. His subsequent research played an important role in the widespread fluoridation of public drinking water, and he led the battle to fluoridate Baltimore’s water supply that succeeded in 1952. He served as Chief of Dental Health in Baltimore from 1949 through 1975 and retired from the Health Department in 1980. After retirement he wrote and spoke tirelessly to advance the history of dentistry in the U.S; many will recall his illustrated lecture on George Washington’s false teeth.

H. Berton McCauley, dentist

Baltimore dentist led the battle that resulted in the city's water system being fluoridated

Dr. H. Berton McCauley, former chief of the dental division of the Baltimore Health Department, who led the controversial battle that resulted in the city's water supply being fluoridated nearly 60 years ago, died Oct. 23 of prostate cancer at his Hadley Square home. He was 98.

"He made the biggest public health impact with the fluoridation of Baltimore's drinking water. And think of all the kids it benefited," said Christian S. Stohler, dean of the University of Maryland School of Dentistry.

"It was not an easy thing to do at the time, and he single-handedly made it possible. Bert clearly had the passion to make a difference," said Dr. Stohler.
The son of a businessman and a homemaker, Henry Berton McCauley — he never used his first name — was born in Duluth, Minn., and moved in 1920 with his family to a home in Govans.

After graduating from Polytechnic Institute in 1931, he began studying at the Baltimore Dental College — the dental school of the University of Maryland — where he earned his degree in 1936.

While maintaining a part-time dental practice, Dr. McCauley was a full-time instructor of oral roentgenology — the use of X-rays for the treatment of oral disease — at the University of Maryland School of Dentistry.

In 1940, Dr. McCauley moved to the University of Rochester School of Medicine and Dentistry as a Carnegie Fellow in Dentistry, where he conducted radiology research and the application of radioactive isotopes.

While at Rochester, he became involved with the War Department as a consultant for the Manhattan Project, which developed the atomic bomb. He conducted clinical investigations into the dental and nondental effects of fluoride exposure.

Dr. McCauley was appointed an assistant professor of dentistry in 1943 and head of dental research at the University of Rochester.
In 1945, he was commissioned in the U.S. Public Health Service and assigned to the National Institutes of Health.

While at NIH, he conducted research into gingivitis in Coast Guard trainees, poliomyelitis as a possible consequence of dental tooth decay, and the health effects of natural variation of fluoride in water.

In 1949, Dr. McCauley became the first director of the newly established Bureau of Dental Care of the Baltimore Health Department, where he developed and initiated a full-scale preventative and maintenance dental health program for schoolchildren and those of all ages who received public assistance.
Dr. McCauley's crusade for the fluoridation of Baltimore's water — which he considered his lasting achievement — did not come without stout opposition.
In what became known as the McCauley report, Dr. McCauley declared that it was "safe to use fluorine in proper proportions because several hundred thousand people spend their entire lives in areas where the chemical is naturally present in the water," The Baltimore Sun reported in 1951.
He wrote in the report — which had the support of Baltimore Mayor Thomas J. D'Alesandro Jr. — that people who lived in areas where there was fluoride had "two-thirds less tooth decay" and "lost their teeth at a considerably slower rate than people in fluoride-free sections," reported the newspaper.
He also told The Sun that it "works best when regularly ingested by children whose teeth are being formed."

At the time, the Daughters of the American Revolution attempted to block the introduction of fluoride while others said it was part of a communist plot to poison Americans. In early 1952, a suit was brought by several citizens to enjoin the city from fluoridating its water.
Dr. McCauley chalked it up to the era of Sen. Joseph McCarthy and said many anti-fluoride groups "were just expressing fear."
When Mr. D'Alesandro pushed a button at the No. 1 Montebello filtration plant on Nov. 26, 1952, that began adding fluoride to the city's water supply — one part per million — Baltimore made history, becoming the first large city in the nation to take such a step.
The water that was to be fluoridated served an estimated 1,180,000 consumers not only in Baltimore but also in sections of Baltimore, Anne Arundel and Howard counties.

Dr. McCauley said at the time that it would "mark a milestone in public health history."
By 1969, Dr. McCauley told The Sun that "decay reductions of up to 60 percent have been observed among children who have been raised on fluoridated water."

In 1976, Dr. McCauley was designated a health adviser to Mayor William Donald Schaefer, and two years later, the mayor added him to his staff to head the city's battle against tuberculosis. The city had the worst tuberculosis rate in the country in 1974 and fighting the disease became a major program of Mr. Schaefer's.

Dr. McCauley retired in 1980.

Dr. McCauley had been chairman of the American Dental Association Section on Public Health in 1968 and earlier had been the president of the Maryland Society of Dentistry for Children.
